On short-range routes, capacity declined, but plane occupancy rose; government programs to support these routes in five federal districts were started in April 2013; longer-range routes had good growth (409 words, 4 tables [operating statistics for short-range and other domestic routes for 2010-2013 and year-on-year changes])
