Kaliningrad region hasn't had its own airline since 2009, so the company hopes that the regional government may help it with establishing a Russian base; Wizz Air's Ukrainian subsidiary will have three bases in Ukraine in 2014, but its Russian expansion is blocked by Russian laws (778 words)
