Glonass established as Russian standard

Satellite navigation system to aid transport

According to Russian news agency, RIA , on August 5th 1999, former Prime Minister Stepashin signed resolution No 896, "On using in the Russian Federation global navigation satellite systems in transport and geodesy". The resolution aims to improve the security of flights, navigation, the carriage of passengers and hazardous cargoes by automobile transport, and for perfecting geodesic works. At present, ground objects and methods of transport, which are used to carry passengers and hazardous cargoes, are being equipped with satellite navigation devices. The new resolution establishes that any new or upgraded satellite navigation apparatus must use the signals of the navigation satellite systems, Glonass [Global Navigation Satellite System] (Russia) and GPS [Global Positioning System] (USA). It must also correspond to the recommendations of the International Civil Aviation Organisation (ICAO), the International Maritime Organisation and have a Russian certificate of compliance. According to the resolution, the measures of the federal purpose-oriented programme will be adjusted for the use of the global navigation satellite system, Glonass, in the interests of civil consumers. There will be specified time limits for the development and installation of navigation devices. Established procedure standards will be devised and enforced.
