There are no bilateral agreements between Russia and other countries that include Simferopol; Grozny Avia will be based at Simferopol but won't operate international flights, at least for now; the Russian Federal Agency for Tourism hopes Russians will vacation in Crimea rather than in Turkey or Egypt (850 words)
