FAVT says it will not allow UTair Aviation to operate Airbus 321s until it fixes safety problems

A321 is a new aircraft type for UTair, so it needs to be added to its AOC; FAVT says that the company operates too many aircraft and helicopters in too many places and that a new type may be a burden for its safety management system (1166 words)
