Cuts in air navigation rates over Ukraine

Transport Ministry reluctant to reveal further details (100 words)

Newspaper reports indicate that the Ukraine's Ministry of Transport has reduced air navigation charges, for aircraft crossing Ukrainian air space. The only detail regarding the charging structure refers to a reduction of charges from $54 to $52.73 The state aviation administration, a part of the Transport Ministry however, appears to regard the information as a State secret. The Air Navigation Department intimated that this was confidential information and, therefore, could not comment. It did say that any Ukrainian newspaper revealing such information would be prosecuted. It appears bureaucratic paranoia remains healthy active in post communist Ukraine!
