City and region battle over airport

Jurisdiction struggle over Sheremetyevo goes to the constitutional court

On 16th December, the ongoing struggle for Moscow"s Sheremetyevo came to a head, with a decision by the Duma of the Moscow region to apply to the Constitutional Court of Russia for a ruling on the question as to which authority has Sheremetyevo within its boundaries. The struggle for jurisdiction between the city of Moscow and the Moscow region has been going on since 1995. The region argues that the city had no right unilaterally to include the airport inside the city boundaries, which was done with the inclusion of the airport in the Moscow district of Molozhaninovsky in 1995. In August 1999, the Moscow Regional Governor, Anatoly Tyazhlov, decreed that the airport was part of the Khimkinsky region, outside of the city limits, and therefore contested the city"s claim. The decision now lies with the Constitutional Court and is going to be considered against a backdrop of other discussions relating to the airport"s ownership, as the state decides on its future.
