European Union and Russia to sign agreement covering airworthiness and certification

The Interstate Aviation Committee, MAK and the European Commission (EC) plan to sign an agreement on mutual standards of airworthiness and certifications systems and on cooperation over integration satellite navigation (Russian GLONASS and European GNSS-GALILEO) and its certification. According to MAK, the agreement should increase the efficiency of flight safety regulation. It should also improve international cooperation on the projecting, production and mutual exchange of aviation equipment, leading to a simplification of aircraft certification procedures by EU members.
In terms of satellite navigation, GLONASS will be included in discussions on international standards, scheduled for 28th October 1999. The anticipated agreement is expected to cover issues of mutual interests, including the acceptance of ICAO's concept CNS/ATM by CIS.
MAK was founded in 1991 as a result of an interstate agreement on civil aviation and the use of airspace. Members of the agreement comprise Azerbaijan, Armenia, Byelorussia, Georgia, Kazakhstan, Krygistan, Moldova, Russia, Tajikistan, Turkmen, Uzbekistan and Ukraine. Latvia and Estonia have observer status.
