Russian air transport authority gets tough

FSVT toughens controls on airlines with particular emphasis on cargo carriers

The FSVT is planning to toughen its control of airlines with the preparation of special unified regulations applicable to all airlines on certification and licensing procedures. The key features of the regulations are as follows: ·The strict limitation of allowable cargo, with careful checks of all cargo aircraft. This follows recent checks in Perm and Tymen airports, which revealed that airlines were carrying over 50 tonnes of cargo while declaring 30-40 tonnes. According to the FSVT, this has already caused several air crashes. However, military and special purposes aviation do not permit aircraft checks. In addition, corruption and bribery is commonplace. ·Airlines that have only one aircraft will have their licences annulled. The FSVT considers that back-up aircraft are essential. ·Airlines will be obliged to provide the FSVT with detailed business plans and have initial certification for at least two years. They must also prove that they can meet their passenger obligations for at least three months. ·Airlines will be required to have accident prevention system judged by the FSVT to be an adequate, in place. The successful implementation of these tighter controls remains to be seen, especially the proposed licensing and route quotas. As of October 1999, 307 airlines had valid certificates.
