Higher proportion of Romanian GDP required for defence forces

Head of Romanian military calls for increases in defence expenditure to meet NATO standards

On June 22nd 1999, General Constantin Degeratu stated that Romanian military expenditure must rise from the present 1.8% of GDP to 2.2% by 2007, in order for the country to realise its aspirations for NATO integration and to allow for the planned military reform. He added that the reform should include two stages: one to restructure the armed forces by 2003, and another to modernise equipment by 2007. The per capita annual expense is to rise from $4,000 to $10,000 by 2007. Under the plan, drafted with US and British expertise, Romania will have 480 tanks and 940 other armoured vehicles, as well as 84 fighters and 80 helicopters. General Degeratu said that only 12 out of Romania"s 18 MiG-29s are capable of flying.
