FAS rattles its sabre

FAS looks to tighten controls on domestic carriers

According to reports in the Russian media, Mr Viktor Galkin, First Deputy Director of the Federal Aviation Service (FAS) has announced the introduction of restrictions on the issue of licenses to Russian airlines servicing domestic routes. New licenses will be issued only to airlines where a seat occupancy rate exceeds 65%. Under another FAS provision, the total cost of plane tickets on a particular flight cannot be less than the cost of making that flight. While in principle these appear to be worthy aims on the part of the FAS, it seems if rigorously enforced Russia could cease to have any internal air transport. We assume that the breadth of the restrictions is yet another effort to give the FAS as much room as possible to manoeuvre when controlling the worst of the airlines.
