Open Skies Treaty inspections

German military observers have carried out flights in Russia in relation to the Open Skies Treaty. They handed over to Russia documents containing a route drawn up by Germany and the flight was made 24 hours later, an An-30B taking-off from a military airfield at Kubinka outside Moscow on a flight of less than 5000km, as required by the Treaty. The Open Skies Treaty was signed in 1992 by 27 European nations, the US, and Canada. It has been ratified by all its signatories except Russia and Ukraine. The Treaty is aimed at providing air control of military activities, environmental conditions, and situations in disaster zones. Since the Treaty has not yet been ratified by the State Duma (Russian lower house), only trial flights are being conducted over Russia. During the first stages, only photographic equipment will be used, followed later by infra-red and side-looking radar systems. (DF898.1) (VZ)
